Determine how it was fastened, first.
the top was was probably screwed to the the cabinet base.
Usually backsplashes are glued with construction adhesive, which means you’ll have to pry it off the wall and you’ll end up with big gouges and possibly holes in your drywall.
Of course, a sink and faucet needs to be removed first and the new top will need to be cut fir the sink & faucet- which requires additional tools and either a self-rimming sink or a new “hootie rim”.
Screw the new top on. Be prepared to wipe up construction adhesive immediately as it squishes out the seams of the backsplash. Caulk the backsplash 24 hours later.
You can paint the countertop with Rustoleum, Daich, or Giani countertop kits. You can also paint the backslash if it's tile with a tile paint kit. Cheapest way to go. If you want to replace the backsplash the old one would need to be removed, patch any damage, and install new backsplash.
