Dull table knife or plastic window scraper, elbow grease.

I have some of those plastic pot scrapers that I use on my pots, but they do not have a cutting edge that might be a good tool for this project. If your floor seems dull once you have removed the padding, there are products at the big box stores that can restore the floor.
Once you have the floor cleaned, do not put down pads for rugs. Get the right size rugs and anchor them with furniture.
I have a rug in my front foyer that is held in place by a small table only. It works.

A plastic scraper seems to be the best way to do this.
Sue only elbow grease will work. If you need a solvent try goof off. A scraper should be all you need unless it was glued.
There's a wonderful product called Goo Gone. I've used it for your issue and it worked great!
I had this same thing happen once and I used a plastic spatula.
