It is a messy job so put down a plastic on the floor and cover anything you do not want damaged. Cover your head and hair. Use a spray bottle to wet down a 4X4 foot square at a time and then scrape the popcorn off with a spatula or scraper. If it has been painted you will have a tough time removing it all. Usually when these ceilings are done, the contractor takes little time to do the seams and screw holes properly as the popcorn or textured ceilings go on much faster and are less work than the even, flat ceilings. It might be more efficient to go over the whole ceiling with another layer of drywall and start from scratch. Costly, maybe, but a much better finish overall.

Wallpaper steamer. the layer of texture comes off in sheets. Plenty of covering down first, loads of steam then hit the ceiling with the steam plate as you would for wallpaper.
