The absolute easiest is to find a table you like and cut the legs down.

I am very concerned with people cutting down coffee tables for benches. Most are not built to hold humans. They were built with lamps in mind. So be cautious of this unless you have excellent homeowners insurance for injury. Making a small coffee table into a foot rest is not bad but people tend to sit on them as well.
To cut legs down on furniture to get them level. Take a piece of wood or cardboard and make the distance you wish to cut. Mark all four sides of one leg to make SURE it will be level and cut them down following the line. The reason is many legs are cut at a slight angle and by following your four sided line you will get a straight leg. Do this on remaining 3 legs.
Add a plywood top that you can screw on from the bottom when you are finished. cut you top size, cover with heavy foam, staple on your material opposing sides, stretching, pulled tight and stapled. Done.
