Laminate furniture is normally really shiny in a way that real wood will never be. If it feels like plastic, it's probably laminate.
It can still be painted though. Clean it well to remove any oils. Then scuff it up with sandpaper and use a tough primer like Zinsser BIN. Then paint away. Add a top coat for extra protection.
