Teak oil? It soaks into the chair to prevent rot. I would try enamel paint.

Not exactly sure of what you are trying to remove...is it oil that is black? For that I would use blue dawn with warm water and a little vinegar in it. Rinse well. If this is on wood chairs, use Murphy's oil soap. Best.
