Why would there be dust? Just wash the walls down, prime with Kilz primer, then paint.

Polly is right, hang plastic sheets in all doorways and tape it closed if possible.
How does dust spread when painting? The area should be dust free before painting so that it does not settle on the freshly painted surfaces. Use sheet plastic and painters tape to block off any areas not under renovation.
Cabinetry just needs some light sanding to remove any gloss. Very little dust. You can also use a liquid sand paper/deglosser. No sanding at all. A bonding primer requires no sanding either. Must be shellac based. Kilz or Zinseer BIN. Also can use Bullseye Sealcoat. No sanding required. A lot of options available.
