I would buy Behr textured paint from Lowes instead....great finish...easy to use.
depends on what kind of texture you are looking for; skim coat/dry wall mud; spatula; paint roller, wadded up plastic bags, a very Very stiff bristle brush, sponges, rags, etc.....
but be aware that in the future it's very difficult to remove, and to paint!

I've used joint compound and trowel, followed by sandpaper. After it was painted and finished, it looked better than the expensive and more labor-intense Venetian plaster I had done elsewhere.
