They sell the light bulb adapters at lamp making stores or on line. It only works with small shades. The bigger shades tilt.

If you mean a lamp that sits on the floor or table, you can buy them. If you mean one that is attached to the wall or ceiling, you need special ones and special sized bulbs. I would go look in the home improvement store where they sell such items as you need and see what they have and decide which you could make. You could get your ideas from what others have done and maybe find a deal that is just as inexpensive as making as well as easier to use!
