Its probably the metal eroding rather than build up on the metal. You will probably have to replace it.
Have you tried soaking with vinegar or CLR?
Soak rags or paper towels with vinegar then let them sit on there. If that doesn't get it clean, you may have to replace.
Is your drain stopper actually metal (usually brass coated with a finish) or is it a plastic product finished to look like metal? Many drain stoppers today look like metal but aren't. Whether yours is metal or finished plastic, it sounds like the chrome finish is coming off, thus revealing the yellow color underneath. You may want to consider replacing. They aren't outrageously expensive, you can find them at all the big box stores and online. There are lots of videos and websites describing how to replace and install a new one.
