You probably won't live long enough to see this germinate. Go buy one and baby sit it and you will have more fun.
what is it? some tree seeds take months to germinate; does it have enuf light? some plant seeds needs special stratification processes for them to germinate such as scratching open surface, soaking, feezing etc. where did you buy kit?
Needs to be around 75-80 degrees for best germination and sunny. videos from You-tube so, just take that into consideration-https://www.youtube.com/watch?v=zp2etq3-Zuw Another https://www.youtube.com/watch?v=kIDmSSewWeo Another https://www.youtube.com/watch?v=7PXYiA4b68o flowering? Jacarandas grown from cuttings or that were grafted to seedling rootstock take from two to three years to bloom. Settle in for a longer wait, from seven to 14 years, if you started your jacaranda from seed. Seedlings may also not have a bloom similar to the parent plant, when you finally do see their flowers. Where do you live? They grow around here in the Valley Phoenix area are drought tolerant and tolerate crappy soil. Good luck if you are in cold climate use a good full spectrum bulb (cheap on Amazon)for at least 6-8hrs a day to get it to germinate these are good https://www.amazon.com/Spectrum-Greenhouse-Seedling-Flowering-Lighting/dp/B07638DYBT/ref=sr_1_27?s=hi&ie=UTF8&qid=1543777605&sr=1-27&keywords=full%2Bspectrum%2Bgrow%2Bbulbs&th=1 this too https://www.amazon.com/Wallniture-Hanging-Lantern-Pendant-Extension/dp/B01GU7R3C4/ref=sr_1_6?ie=UTF8&qid=1543778068&sr=8-6&keywords=DIY+pendant+light+kits
