If the floor is a laminate floating floor you can. Use the manufacturers recommended underlatment. Be aware this will raise the floor and doors may need to be trimmed. No other flooring will work.
It would be best to remove and start with a clean slate. Plus, the height of the hardwood over the tile could be a problem.
