Patty, since cinder blocks are so very porous you'll want to paint them with a
an acrylic primer which will fill the pores of the blocks and give you a smoother finish. Apply the primer generously with a thick nap paint roller. You can then paint them with an acrylic paint in the color of your choice.
Are you using them inside or outside
