You can peel off the laminate fairly easily and paint it.
Hello, I would suggest proper prep, cleaning and sanding off all loose and peeling finish until you’re satisfied with the smooth finish and use the bonding primer. A bonding primer is the thicker type of primer that will bond to smooth and slick surfaces. This Valspar is one of my favorite primers. I used it to prime paint slick PVC pipes. Finally apply your final finish coat of paint. I hope this helps.
