A 1x5 pine board cut to the length needed.
Measure in 3 inches and cut several grooves about 3/16 inch deep until your about 3/8 inch wide. Clean the groove with a good sharp chisel. Sand lightly and break the edges on all corners with sand paper. Tack rag n paint or stain. Use pre made shelf brackets or make your own. The groove gives the plates a place to sit so they don't slide off the front of the board. A bit of hot glue on the ends of the groove at each end helps from rolling off the ends, and is barely noticeable
I would get a 2 by 4 or by 3 put on the wall and make a notch in the back or nail a small piece of wood trim in the back to support the plates hang up with decorative brackets
