Sounds like a drainage issue. You might consider installing a drain system.

We have that problem and my husband dug a small hole for a drain so that the excess water will run down that little drain. He takes a large pole and often will plunge it down that hole to make sure it is not clogged up as the squirrels are everywhere here.
