After the cabinets are washed and dried, then I'd recommend priming them with a bonding primer like this one. It is water clean up, goes on super smooth, dries like normal latex paint, (about 30 minutes) but will adhere to just about any smooth surface. If you don't use a bonding primer, you risk the paint and primer easily peeling off. After the primer is dry, you can paint them with 2 coats of latex paint. I'd recommend a very good quality latex paint in a satin finish so it can easily be wiped down. I love this paint, just used it on our entire whole house renovation! It dried very smooth, and seems to be quite durable too.
Clean, then sand smooth. Remove all hardware, doors and drawers. Prime with oil based primer, lightly sand smooth again. Paint with 2 coats of oil based paint.
I just discovered they have a small toolset sold in the Paint Dept that will make your paint look like it's woodgrain! Check out Lowes, Home Depot, or Menards.
Instead of using sandpaper, use fine steel wool to "sand". Kelli's advice is perfect.
