Hi Vicki, your best bet is a stain blocking primer such as Bin by Zinser. I would do a good first coat and wait several days to make sure the stain doesn't come through before putting on your paint. It may take a couple of coats of the primer.
Killz is also good. Cover the area and an inch or two beyond. Let dry and paint ceiling whatever color you like.
