I mix my compost into the soil. If its just regular soil that hasn't been amended, I use 1 part soil, 1 part compost and 1 part peat. If the soil is clay, you might need some vermiculite to aerate it a bit, too. If you plan to grow plants that need more acidic soil, increase the proportions of peat and compost. Organic matter, once decayed, is fairly acidic. If you want to calculate by the inch, then you really need to determine how deeply you've turned the soil - then use the same proportions.
