Use paint made especially for cement. Most big box home improvement stores carry it. Clean the cement planter well first.
I agree that paint will work...either brush or spray.
A good exterior latex paint will work. Dampen the surface slightly and then paint and the paint will be sucked into the stone. Let dry and then paint again.
I have done mine in the past using size and gold leaf. It looks great.
