Should I use shredded paper for garden mulch?
I have garbage bags of shredded paper that I don't want to put in the landfill. If I use it as mulch will it just make a globby mess? As in papermiche?

You can, but I think the loose bits will blow around when they are dry. I use shredded paper in compost.
