Do you know if paneling is solid wood or photographic wood film? You may not be able to remove. Best bet is to prime with oil based primer as to not loosen up the paper, then paint it with whatever you want.
Water, moisture, even steam can damage or warp the paneling. Paneling is just a thin layer of wood over a substrate. Peeling, scraping can remove some of the wood layer. Then you have a bigger problem.

If the wallpaper is stuck on good, no peeling, or separating just paint over it.
Make sure the wallpaper is clean and dry. Prime with a good stain blocking primer like Kilz. Then paint like painting regular walls. Acrilyc latex paint will work. Wall paint. If the paneling has grooves and showing through the wallpaper you can fill them with non shrink drywall patching compound. Just put on enough to fill the grooves. Let it dry overnight. Next day use a damp sponge to smooth the patch. Then prime and paint.
