Mix up this concoction: 1 Tblsp. dish liquid, 1/2 cup milk, egg, the remainder water in a gallon container. Shake well. Spray on and renew after a rain.
If the flowers are deer favorites, you may need to spray with Liquid Fence Concentrate, available at nurseries and better landscape supply companies.
It does work, but you must strictly follow directions and schedule for application. Start early. Once deer have tasted something they like, they'll return with their friends... until the Liquid Fence gets established, also spray a mix of Dawn liquid dish soap, Cayenne Pepper, Clove Oil and water on the perimeter of these plants.
To keep deer out of your yard, spray your plants with a homemade repellent made from water and dried hot peppers. If you prefer a non-spray repellent, sprinkle soap flakes around the edge of your garden, since deer are known to dislike the smell of soap.
I swear by Liquid Fence that Olivia recommends. I sprayed it at night before we went in for the night because it does smell awful. Spraying at night is perfect because that's when the deer usually feed anyway.
Plant mint around flower beds. Not only will it smell good but deer hate it.
