Do you want to make it shiney or just clean it. To clean just used a damp cloth and wipe down. Oil based fixtures are usually not supper shiney so to make shiney you would have to take it down and spray with a gloss shellac.
Just wipe it with a cloth dipped in hot water and baking, soap and Dawn dish liquid. If it has a film from smoke, etc this will come off. Wipe again with a dry cloth.
