I would try sanding the rough spots and then apply a sealer.
Hi Karen, The least expense way is to buy those soft felt pad strips like you put under furniture legs and wrap the strips around the metal wheels.
Rubber or leather strips glued on the wheels. You can use old belts and E6000 glue.
If you can, change out the metal ones for the ones that have plastic or rubber wheels.
I use the furniture pads on my furniture it comes in sheets so you can cut it the size you need I get it at Home Depot but sure Walmart or any home improvement store has them
