A trick I like to do, is just buy pre-made inexpensive hanging planters. They are have already mixed the flowers for you and you can generally get them on sale. I just transfer them from the ugly plastic planter into whatever container I want.

I agree with Erin succulents are very easy to care for.
Dahlias are also low maintenance, as are trailing petunias, marigolds, zinnias, sweet potato vine, and plumbago for sun, use Kong Coleus and Sunpatiens for partial sun.
You need not fill the container to capacity. You can place some packing peanuts or an overturned black plastic pot that has a bottom hold in the bottom of your 21" pot to reduce weight and amount of dirt needed.
Mix some compost with your potting soil. Leave yourself 4 " of space at the top. Insert plants, leaving room for future growth.
Scratch in some fertilizer granules, then water until you see it drain out the base of the planter. Add several inches of hardbark mulch to reduce water needs.
Check every few days to see if planter needs more water.
If you're placing this on a deck or patio, you may want to purchase "pot feet" to keep the planter slightly above ground level.
Using some marigolds should deter deer and bugs.
