When plastic starts to break down they get sticky, happens to electrical cords too. Time to replace.
use dawn dish soap to actually clean them, then rub baking soda on them to remove sticky/tacky feel;many sites suggest rubbing alcohol but that can damage some coatings/rubber making it worse you could test it with small arrea & Qtip first.
Goo Gone or nail polish remover will remove the tackiness. Wipe them down with WD40 will give them extra life. Preserves rubber and leather.
