What is it made of? Solid wood, veneer, formica, tile, marble or granite? It really depends on what you have to work with, as to what you can do to restore it.
You can strip the old finish down with Citristrip Stripper, use a plastic scraper, mineral spirits and steel wool to get all the gunk off after the stripper has sat on the wood for 8 hours. (I like to cover the stripper with plastic wrap to help it to not dry out as it's breaking through the old finish).
Once all the stripper and old finish are gone, let it dry completely. Then sand down any scratches, but be careful of going through thin veneer. Also make sure to sand with the grain and not against it.
Once it's all sanded and smooth, you can wipe off all the dust and stain it with your choice of stain. I prefer to use a wood conditioner before putting the stain right onto the wood. It will help the stain absorb evenly.
After the stain has dried (multiple coats may be necessary to get it the color you want), seal in the stain for durability with some oil based polyurethane.

Hemp Oil and Tung oil are great at restoring wood on furniture. They are also both durable finishes.
