As in rubber mulch?
Some people might say you could use it for mulch to keep the weeds down. While that would be fine for a flower garden I would definitely not do it in a vegetable garden. You can use it as a weed barrier or weed control.
Don't use it around vegi garden.
There are to many chemicals and it is petroleum based to have around anything edible. Rubber could also retain heat and make it too warm for the roots of the plants.
If you are thinking about mulch then I would recommend the real cedar chips and be sure to keep it away from the base of plants about 3 inches and put it 3 inches deep.
