The furnace has metal electronic fin filters that are to be cleaned with 409. Is there a better way. They need cleaning about every 3 months.

A few squirts of Dawn dish liquid in warm water should work. Vinegar and warm water should be good. Rinse and dry well. Be careful not to damage the thin wires.
My filters get cleaned or replaced once a month. I happen to live in a dusty location, and it does make a difference.
I simply fill the laundry tub with warm water and a handfull of dish washer powder. let it soak about 15 minutes then dunk em up and down (like using a wash board). drain the tub and rinse with warm water and let dry before you slide it back in
