I have lived in many rentals in the course of my lifetime & I have used contact paper, my Dad's woven rugs which I would hang on the wall or doors, material, I have put up curtain rods and hung sheers on them and many things like that. A bright shower curtain, new curtains. Here are some more ideas as well. Good luck on finding just the right thing for your apartment.

use plastic storage bins for storage in the closets and an off white or white paint would brighten up the apt. you can buy both at Walmart and also storage containers at the Dollar Stores

When you say declutter, do you mean throw away(Get Rid of) or more hide in a good way??
To get rid of - Give to Charity or re-cycle centre or Bin.
To Hide- Buy a few items - large Poly boxes to store stuff in cover with attractive tablecloth and use as end or coffee table.
Buy an ottoman and fill with stuff and use as seating.
Hope that's a start...........

To brighten an apartment add more table or floor lamps. For storage, use under the bed plastic containers, get the vinyl padded storage cubes for living room end tables and coffee tables, for closets i add another rod, and use the plastic crates on the top shelf of the closet to store out of season clothes. For shoes get one of those hangers that goes on the back of the bedroom door.
