Cabinets are usually screwed into the walls hopefully hitting the studs. What you need to do is prop them up from underneath so they are flush with the ceiling. Then use long screws and screw them into the walls from the inside. Try to locate studs.
I agree with the above, but maybe you are also packing them with to much weight which could be causing the issue. Pack heavy items low and the lighter ones higher.

It sounds dangerous. I have heard of them falling off if they are not properly screwed into the wall studs. You should remove their contents until you can fix them.
