Michaels sells a spray preservative for dried flowers that will work
Two sheets of wax paper, put leaves in between. Cover both sides with paper towel and "iron" them. Wax will melt and preserve leaves Cut around the leaves leaving a small edge that seals the leaves in. Have no idea if this is what you want. We used to make place mats in the fall using this technique.
I've heard of dipping them into very warm melted wax. But plastic? No.
