My husband buy a lot of books every week, instead of give it after read, he accumulates it in the basement. So now our basement is not useful.

Most basements aren't dry enough to store books. Assuming yours is, would he consider donating some? Then his favorites could be stored on bookshelves.
My sister had the same problem...she took pictures of the books and donated them all. The magazine's she said they got "wet " so she got rid of them. She set up a chair with a lamp as a reading area and a basket under the small table. As he reads he puts in basket and she donates them.
