Would installing a chair rail be worth the effort?

I would like a narrow chair rail on my dining room wall. How do I make it look like it was always there?

Chair rail enhances the area as does board and batten.
The key to making it look like it has always been there it once it's installed caulk all the seams and joints. Here is a post I wrote with painting and caulking tips.
