Have you tried soaking it in baking soda and water?
I have had good luck with that, let it soak over night. Clean with the rough side of your spunge. Repeat if necessary.
Another technique would be make a paste of baking soda and water, smear to cover where it needs cleaning. Next day, scrub with the rough side of your spunge.

That's not silicone. Looks to be a Teflon coated tin muffin pan. Have you soaked in the sink with warm water, dish soap and baking powder?

Emery Sponge should work well. It doesn't look silicone to me, perhaps coated. Another option might be oven cleaner, either a DIY with baking soda & vinegar OR a commercial one.
Sprinkle with Baking Soda, the spray with Vinegar. It will bubble and remove all gunk. I revived a pan with burnt on tomato sauce.
