Marilyn...You will need to level the ground the size you want then lay the pavers or tiles and as you lay them make sure you continue to level.
What about putting in a concrete slab? This would be cheaper than pavers. We did this in our yard. We just put in a patio in the Fall. You might want to look at my post.... https://karupp-did.net/pour-a-cement-pad-diy/. In the patio post I describe:

-pics of the process of pouring the cement.
The area was prepped before we poured the concrete with crush and run and stone aggregate and to figure out how we did that you might want to look at the previous post https://karupp-did.net/building-a-retaining-wall/. even though you probably won't need the retaining wall, it will give you the information needed to prep the area before pouring cement.
