you can flip a pallet on it's side and then secure it to a wall. Place the rakes and shovels in vertically for storage.
We bought a Rubber Made holder that worked well and didn't take up too much room (4' x 2'). However, in our new house we have a garden storage area and I mounted broom clips to the wall. Each handle has its own clip.

Put up a 2X4 on the garage wall and pound in some huge hails far enough apart to hang by the rake or shovel ends. The other way would be to drill holes in the end of them and hang them with nails through the holes. It is easier to put the rakes and shovel ends between the nails, it can be hard to get the nails in the holes and back off again. I hope this helps you! This is how our big yard tools are hung in our garage and it works well for us.
