It looks like laminate over particle board. Once it swells there's not much you can do other than replace. Since its so low I'd glue back what you can and paint out the dark area the same color as laminate to it isn't noticble.
Hello Anna, You will have to wait till the panel is dry, then fit a skirting board on all sides to hold it in place.
Since it’s swollen you have to poke in there and remove some material to get it back to the original size before you could clamp it together.
You could try carefully digging out the rotted stuff and fill with a wood putty or something along those lines, then glue the laminate back.
Hi Anna, John is right, I would wait until it is dry and put baseboard on it.
What I would do is use a razor knife and cut the laminate off and the sand back to make it flat as possible. Then, go get some moulding as high as you need to cover the damaged area. Paint it first. Glue the moulding against the particle board all the way around. Then and most important, use some caulking white or clear at the top and at the floor to stop water from leaking under. I have done this all over my house due to cats spraying and ruining the baseboard that also swells up when wet. Very cheap fix.
