How do I get those white mealy bugs off a plant?

I have had a Praying Hands plant for over 30 years and has special meaning to me from the person who gave it to me. It has gotten those white powdery bugs on the stems. I sprayed last season and but they didn't go away and they are back. I tried a fungicide spray and cleaned the stems but seems like their still there. It's not a few but almost like an infestation. Is there anything I can do to save it? I'd chuck it if it didn't have special meaning.

    To get rid of aphids I use green Palmolive in water and spray on. They hate it! Good luck

    I have had good luck with Neem oil and repeat as directed. Make sure you do both sides of all the leaves and wherever you see them.

    I mix some Palmolive with water into a spray bottle and that’s how I get rid of them from all my plants, specially from my roses
