Seems like yours is unwilling or wary to enter something as unatural as a trap.
Place your bait at the end of the trap, behind the trigger plate.
Put the trap in the usual garden pathway it travels, close to its burrow.
For bait you said you tried cantaloupe, you could ante up with fresh vegetables.
The bait is a matter of preference, just like humans. Keep trying and good luck.
Yes , go to the dollar store and get a bunch of pinwheel s or garden spinners . Place the stick end into the ground 5-7 inches , near the groundhogs holes or places you see him . When they spin it causes vibration that travels down the stick and into the ground which bothers them and they should move on . Good luck !!!

When I went to 1 room country school, many moons ago, We would pour boiling water down the holes and the boys would take baseball bats and club them when they came out of the holes.
