How do I cover existing concrete with pebbles?
I have an awful looking second driveway that is rarely used -mostly for basketball. It is cracked and sunk in areas. I don't have the funds to tear out and replace but was thinking I could caulk the cracks and cover it with pebble/rock and mortar it in. Would this work? Will my existing cracks cause issues with doing this due to freeze and thaw? It does move a bit during freeze/thaw. Is there other alternatives to make it look better and usable?

You need a special type of cement mix to go over the cracks, concrete comes with rock, or string person could break up the whole lot and use leftovers as a pieces are reset as a mosaic patio.
