I would use crushed gravel instead of pea gravel under the sand. Pea gravel never compacts. Crushed is also cheaper. The sand layer allows the stones to be leveled. There is also a polymeric sand mixture that can used to fill the gaps between pavers. It is put in the gaps and watered. The mix will harden and lock the pavers together.
