I want to replace decaying wood window sills. What is the best way to do this? With wood or non-wood material?

I have 3 sets of windows configured like this...very drafty, How to you winterize them? There is nothing in the corner to stick tape to. Thank you
What I have done is cut down the middle, pry the old sill off, and use it as a template to make a new one or or if I can't just take it to the homecenter and buy a replacement.
