How can we make a low outdoor stage with free or low-cost pallets?
I'm thinking this could be done. We would have to figure the best pallets to use -- ones that should support a significant amount of weight. The pallets would have to lock together somehow, and also have flooring tiles or linoleum put on top as a surface. Any ideas?

If this is for adults to do some sort of theatrical production or musical production, I would not do this.
Pallets aren’t built to support Live Loads.
I’m sorry this is it what you want to read, but professionally, I see this as a liability waiting to happen.
Because of professional liability, as in I’m a licensed professional, in the architecture profession,
I will only remind us that they are shipping pallets. They are not “ Calculable” framing members.
If you look up the “prescriptive methods for type five construction”, you will see that building floor joists, with the decking material on top, is absolutely nothing like the way pallets are constructed.
It is primarily the “moving weight” which is called Live Load, or Kinetic Load.
Since pallets are made for other purposes than what you are trying to use them for, there is no way to “calculate” how they could possibly be reconfigured safely. Sorry.
Whatever “commercial stage” that was bought, should not be wobbly!
I would contact the vendor, the manufacturer or whoever sold you that piece of junk and make them responsible for making it not wobbly.
