Could you demolish the walkway and grade away from the house? Are gutters draining onto the walkway? If so, you could try diverting the water
Is this a new problem?
As a stopgap measure, you might be able to put up tarps along the side of your house to keep the water flowing away. In the longterm, you might need to redo the walkway. Is there any way to put up a little wall along the walkway to keep the water flowing away from your house?
Do you have gutters on your house to help divert the water?
I doubt the height of the walkway has anything to do with it. People have basements with walkways on the side and no water problems. Those walkways happen to be higher then the basement. If there is a gap between the walkway and the wall on the outside you can use a backer rod to fill the gap. Then use hydraulic cement to cover the rod and gap. Another option....on the inside use hydraulic cement where the wall meets the floor and force it in the corner. It expands as it dries to fill any small cracks and gaps. Doing both should solve your problem.
