Check out a spray paint made to be used on outdoor plastic , rustoleum makes one . Then read the instructions , it will let you know how to prep the pvc pipe .
I did a few projects using painted off pipe. It worked great for about a year then all the spray paint started to wear off. I did sand my lightly to remove the shiney surface.
Scuff with steel wool, clean, spray paint with a paint that is formulated for plastic.
