It could just be algae. Try scrubbing with peroxide or concrete cleaner and a big broom
It's a cousin of mold. You can clean with vinegar and a scrub brush to remove. Then apply wet & forget outdoor to prevent in the future.
Mold forms wherever there is dampness and spores. Concrete is porous and mold only needs a small area to hold onto. I suspect that the area doesn't get a lot of sun.
Its a type of lichen a good power wash will clear it.
