How to choose a pea gravel patio foundation?
I see there are plenty of different mediums used to create a base layer for pea gravel that will also have random stepping stones. Looking for recommendations.

We just did this in the Fall actually.
I have a few posts associated with building our patio where we prepared for a cement slab and We DIY'd the whole thing. I have details in these posts starting it from scratch!!! Even though we had to build a retaining wall as well, I have all of the details about how we laid out the foundation, what materials were ordered, how much stone and block were needed. It has more details than you will need but take what you need out of the posts. I go Into a lot of detail about the crush and run stone aggregate underneath the foundation of the patio. This would be what you would use for stepping stones or concrete!:

First of all the stepping stones are installed first. Then the pea gravel is poured around the stepping stones.

You may want to consider some other type of stone other than pea gravel. It does not pack, so no good under your stepping stones and it's hard to walk in. It works best as a decorative stone. K's post on the wall shows her using crusher run, which goes by many names like dense grade base. It is a mixture of stone dust and small stone pieces that tamp well and make an excellent base for many types of projects. Start with that. Use sand under the stepping stones and surround it with an angular mixed colored gravel that will be more functional than the pea gravel.
