Usually those pads unscrew from the bottom side.
I would un-screw them and I would put new vinyl, not fabric, on them and staple it to the backside. Then screw them back together.
If they don’t unscrew, then I would look at how they were originally put together because they were put together in pieces they should come apart, somehow.
for the padding, I would buy new foam or at least batting.
